報案指遭港警強姦的少女發表聲明,譴責警方洩漏案件資料意圖抹黑
近日網上出現有關香港一名16歲少女報稱在荃灣警署內遭輪姦及隨後墮胎的消息引發關注。
韋智達律師行(Vidler & Co. Solicitors)昨晚在臉書發表聲明,表示受其當事人、該少女 X 的委託,譴責負責調查的警員近日濫權侵犯個人隱私,選擇性洩漏案件信息,以及對證據公開負面評價,「似乎有系統地抹黑少女 X 及她的投訴」。
聲明指,女孩 X 於10月某日鼓起勇氣,就她在荃灣警署內被強姦一事報案,並向警方說出事件詳細經過,預期警方會公正、保密並尊重她的私隱及尊嚴。
X 由始至終並未就事件作出公開評論,也沒有打算以任何方式公開事件。警方近日卻刻意洩露有關案件的資料,令旁觀者相信此舉是有意公開抹黑少女 X 並影響未來的起訴。
聲明還表示,X 接受了終止懷孕的手術,並容許法醫從胎兒取得 DNA 樣本作檢驗,以辨別至少一名施暴者。她隨後多次向警方查問案件進度,但有關調查隊伍拒絕向她提供任何詳情。
11月4日,X 得知警方在未經她知悉及同意的情況下取得一份搜查令,用來檢取她的私人醫療紀錄,甚至包括遠在案發之前的紀錄。該搜查令還允許警方從她私人醫生的診所取得案發數日前後的閉路電視紀錄。聲明指,警方此舉嚴重侵犯了她的私隱權,等同濫用警權,令人髮指。
X 立刻訴諸法庭挑戰搜查令。11月5日早上,發出搜查令的裁判官了解詳情後,命令暫緩執行搜查令。裁判官還頒下對 X 的匿名令,禁止任何人(包括傳媒)不論直接或間接識別 X 的身份,違者可被視為藐視法庭。

關注婦女性暴力協會:警方抹黑會令更多人不敢報案
關注婦女性暴力協會也發出聲明,指性暴力受害人有權讓其指控被警方公正、專業和保密地調查;此案仍在調查中,警方卻前所未見地公開有關調查資料,並且就證據作出評論,明顯是為了公開抹黑受害人及她所提出的指控。關注婦女性暴力協會對此表示震驚以及非常關注。
聲明指,此案受害人已選擇不公開指控,亦無意將案件與香港近日的示威活動聯繫起來。相反,警方卻通過對傳媒公開承認這些指控存在,並試圖抹黑受害人。這不僅是警方失職,而且會阻嚇其他性暴力受害人,使得她們不敢投訴,對反性暴力工作者的多年努力造成不可挽回的影響。

警察公共關係科高級警司(媒體聯絡及傳訊)江永祥又稱,警方一向不會主動公布此類涉及隱私的案件。他又否認此案存在「自己人查自己人」的情況,指荃灣警區及新界南總區刑事部各自有不同的辦公室及指揮官。
智利政府回應抗議者要求,宣布將草擬新憲法

The deal sets out plans for joint Turkish-Russian patrols along the border next week.
The agreement was announced after six hours of talks on Tuesday between Turkish President Recep Tayyip Erdogan and his Russian host, Vladimir Putin, in the Black Sea resort of Sochi.
A ceasefire brokered by the US was set to expire on Tuesday evening and Turkey had threatened to re-launch its offensive against the Kurdish fighters. It said there was now "no need".
The Turkish offensive began after the US announced a sudden and unexpected withdrawal of its troops from northern Syria. The US troops had been supporting the Kurdish fighters, who have been allies in the fight against the Islamic State (IS) group in the region.
What was agreed in Sochi?
In its offensive, Turkey seized a 120km-long strip of land between the towns of Ras al-Ain and Tal Abyad - part of its attempt to create a "safe zone" to resettle up to two million refugees currently in Turkey and remove the Kurdish fighters.
Under the deal, Russia has agreed to allow Turkish troops to remain in the area they have taken and to retain sole control.
Kurdish fighters have been given 150 hours from midday on Wednesday (09:00 GMT) to pull back 30km (18 miles) along almost the whole frontier from the Euphrates, just east of Manbij, to the Iraqi border.
Russian and Syrian forces will move in immediately to oversee the Kurdish pullback.
The area around Qamishli, which has a large Kurdish population, is not included and no immediate details were given as to what would happen there.
After the 150-hour deadline expires on 29 October, Turkish and Russian troops will begin joint patrols in areas described as "in the west and the east of the area" of the Turkish offensive.
The statement from Russia and Turkey also says Kurdish forces "will be removed" from Manbij and the town of Tal Rifat, 50km to the west of Manbij - both of which lie outside the operation area.
Kurdish militias and political leaders have made no immediate comment on whether they will agree to the demands.
Syria's President Bashar al-Assad has raised concern about foreign interference in Syria but the Kremlin said he had thanked President Putin and "expressed his full support for the results of the work as well as the readiness of the Syrian border guards, together with the Russian military police, to reach the Syrian-Turkish border".

SOCHI, Russia/ANKARA (Reuters) - Syrian and Russian forces will deploy in northeast Syria to remove Kurdish YPG fighters and their weapons from the border with Turkey under a deal agreed on Tuesday which both Moscow and Ankara hailed as a triumph.
Hours after the deal was announced, the Turkish defense ministry said that the United States had told Turkey the withdrawal of Kurdish militants was complete from the “safe zone” Ankara demands in northern Syria.
There was no need to initiate another operation outside the current area of operation at this stage, the ministry said in a statement, effectively ending its military offensive that had begun on Oct. 9, drawing widespread criticism.
The agreement follows a U.S.-brokered truce which expired on Tuesday and underlines the dizzying changes in Syria since U.S. President Donald Trump announced the withdrawal of American troops two weeks ago ahead of Turkey’s cross-border offensive against the Kurds.
The Russia-Turkey agreement struck in the Black Sea resort of Sochi endorses the return of Syrian President Bashar al-Assad’s forces to the border alongside Russian troops, replacing the Americans who had patrolled the region for years with their former Kurdish allies.
Under the pact between Russian President Vladimir Putin and Turkish President Tayyip Erdogan, the two countries said Russian military police and Syrian border guards would start removing the YPG 30 km (19 miles) from the Turkish border on Wednesday.
Six days later, Russian and Turkish forces will jointly start to patrol a narrower, 10 km strip of land in the “safe zone” that Ankara has long sought in northeast Syria.
U.S. Vice President Mike Pence voiced support for the establishment of the safe zone.
“We may well give the international community an opportunity to establish a safe zone between Turkey and the Kurdish population in Syria that will ensure peace and security,” Pence told a Heritage Foundation gala in Washington.
Earlier on Tuesday, Jim Jeffrey, the senior U.S. diplomat on Syria, dismissed the Sochi deal and questioned whether the Russians could get the YPG to leave the territory it covers.“It’s full of holes,” he told a congressional hearing. “All I know it will stop the Turks from moving forward. Whether the Russians will ever live up to their commitment, which is very vague, to ... get the YPG out of their areas, I don’t know.”
PUTIN CALLS DEAL ‘MOMENTOUS’
After six hours of talks with Erdogan in Sochi, Putin expressed satisfaction at decisions he described as “very important, if not momentous, to resolve what is a pretty tense situation which has developed on the Syrian-Turkish border”.
A senior Turkish official described it as an “excellent” deal which would achieve Turkey’s long-held goal of a border strip cleared of the YPG, which Ankara regards as a terrorist organization because of its links to insurgents inside Turkey.Last week’s U.S.-brokered deal was limited to the central part of the border strip between the Syrian towns of Tel Abyad and Ras al Ain, where Turkish forces had focused their military offensive.
Under the deal with Moscow, the length of border which the YPG would be required to pull back from is more than triple the size of the territory covered by the U.S.-Turkish accord, covering most of the area Turkey had wanted to include.
“The outcome of the Putin-Erdogan meeting in Sochi today indicates that Erdogan has become a master of leveraging the U.S. and Russia against each other to maximize Ankara’s gains,” Soner Cagaptay, director of the Turkish program at the Washington Institute said in a tweet.
“Turkey got the safe zone it wanted all this time.”
Some 300,000 people have been displaced by Turkey’s offensive and 120 civilians have been killed, according to the Syrian Observatory for Human Rights, a UK-based war monitor. It said on Sunday 259 fighters with the Kurdish-led forces had been killed, and 196 Turkey-backed Syrian rebels. Turkey says 765 terrorists but no civilians have been killed in its offensive.
Pence received a letter from Kurdish-led Syrian Democratic Forces (SDF) commander Mazloum Kobani on Tuesday saying their forces had withdrawn “from the relevant area of operations” under that deal, Pence’s spokeswoman Katie Waldman said.
However, before flying to Russia Erdogan had said hundreds of Kurdish fighters remained near to Syria’s northeast border despite the truce demanding their withdrawal. Earlier he had said the fighting might resume if promises by Washington were not kept.
The U.S. withdrawal from northern Syria has been criticized by U.S. lawmakers, including some of Trump’s fellow Republicans, as a betrayal of Kurdish allies who have helped the United States fight Islamic State in Syria.

「台灣殺人案」疑犯陳同佳因「洗黑錢罪」在香港服刑,即將於今日(週三)刑滿出獄。台方昨日向港府提出今日派員來港,押陳同佳回台灣審理。但香港政府今日凌晨發新聞稿表示拒絕,強調台方無權在香港執法。
台灣陸委會發言人邱垂正隨後回應指,如果陳同佳逃亡、串證、湮滅證據等,港府須負全責。
香港政府在新聞稿中形容台方赴港押解陳同佳等同於「跨境執法,不尊重香港的司法管轄權」,港府對此「完全不能接受」。
香港政府表示,台灣執法當局在香港沒有執法權。陳同佳在香港出獄後即為自由人,他可以自主選擇赴台自首,台方可在他抵達後將他拘捕,但前提是台方要取消對他的入境管制。
對於此案在港方的證物,港府指,除了陳自願帶往台灣的證物,其他證物港方會在法律容許下盡量配合台方請求,根據程序處理。

新聞稿還表示,香港律政司並無足以控告陳同佳在台灣涉嫌殺人的證據,香港法庭對於陳同佳在台灣涉嫌的罪行也無管轄權。香港警務處已致函台灣刑事警察局,清楚轉達了陳同佳自首的意願,港方願意協助陳同佳赴台灣自首。
台法務部:香港對此案有管轄權,台方願協助
台灣法務部18日則發表聲明回應,對港府自稱無管轄權提出質疑。
法務部認為,陳同佳與被害人均為香港居民;香港警方在過去一段時間已經掌握諸多未向台灣提供的在港證據,並懷疑陳同佳可能在香港就已預謀犯案,因此香港並非沒有管轄權。
台灣法務部還強調,陳同佳涉嫌的殺人罪屬於國際公罪,港方應在陳同佳刑滿釋放前積極續押追訴。只要港府提出請求,台灣政府會在對等、尊嚴及互惠的基礎上,積極迅速提供相關證據,配合港府後續追訴。

台灣前總統馬英九20日談及陳同佳案,認為應該讓他來台受審,並批評台灣政府的做法是為了政治理由而自我閹割司法管轄權。國民黨總統參選人韓國瑜顧問團發言人黃曼昕也發出類似表態,並稱如果韓國瑜當選總統,一定馬上接收陳同佳。
蔡英文連任辦公室發言人阮昭雄回應指,顯然是港府正在為政治目的再度操作陳同佳案,而且始終無視台灣法務部提出的司法互助請求。他驚訝馬英九和韓國瑜對此選擇性置若罔聞。
阮昭雄還表示,國民黨對香港和北京的一連串政治操作也完全視而不見,毫不在乎,反倒是事事都站在香港特首林鄭的立場發言,甚而反過來攻擊自己的政府,心態可議。
港府:不涉政治操作,台灣應積極接收
香港政府20日又發布新聞稿,否認有關陳同佳「被自首」的傳言以及對港府涉及政治操作的指控,強調陳同佳想要赴台自首完全出於自願,並敦促台方「務實和積極接收被其通緝並自願自首人士」。
聲明再次強調,香港律政司已就陳同佳案充分及全面考慮警方的調查和全部所得證據,並確認在香港只有足夠證據控告他犯洗黑錢罪,沒有足夠證據控告他其他罪行,包括企圖謀殺或所謂蓄意計劃殺人罪。
香港政府對於無中生有、憑空捏造的說法,包括所謂調查不足、漠視追訴殺人罪行、香港有司法管轄權而不用等,表示深切遺憾。
旺角凌晨兩輛巴士相撞,12人受傷

英國外交大臣稱政府將夠票通過脱歐協議
英國國會下議院週六投票決定再次延遲脱歐表決,使得約翰遜政府受挫。然而外交大臣藍韜文(Dominic Raab)週日又表示,他有信心政府能夠爭取到足夠多的支持票,可以在這週通過新的脱歐協議,使得英國在10月31日如期脱歐。
當地週六,英國下議院以322票贊成、306否決通過了原保守黨議員、現獨立無黨派議員利凱輝(Oliver Letwin)提出的修正案,要求政府必須先完成對脱歐協議中相關內容的立法程序,然後再將脱歐協議提交下議院表決;在此之前,英國政府必須推遲脱歐。

聲明再次強調,香港律政司已就陳同佳案充分及全面考慮警方的調查和全部所得證據,並確認在香港只有足夠證據控告他犯洗黑錢罪,沒有足夠證據控告他其他罪行,包括企圖謀殺或所謂蓄意計劃殺人罪。

旺角凌晨兩輛巴士相撞,12人受傷

英國外交大臣稱政府將夠票通過脱歐協議
英國國會下議院週六投票決定再次延遲脱歐表決,使得約翰遜政府受挫。然而外交大臣藍韜文(Dominic Raab)週日又表示,他有信心政府能夠爭取到足夠多的支持票,可以在這週通過新的脱歐協議,使得英國在10月31日如期脱歐。
當地週六,英國下議院以322票贊成、306否決通過了原保守黨議員、現獨立無黨派議員利凱輝(Oliver Letwin)提出的修正案,要求政府必須先完成對脱歐協議中相關內容的立法程序,然後再將脱歐協議提交下議院表決;在此之前,英國政府必須推遲脱歐。

ANKARA (Reuters) - The surprise deal to suspend Turkey’s military offensive against Kurdish-led forces in Syria hinged on President Tayyip Erdogan’s demand that Washington agree a time limit on any ceasefire, a senior Turkish official said on Friday.
U.S. Vice President Mike Pence announced the five-day pause in Turkey’s cross-border assault after more than four hours of talks on Thursday at Erdogan’s presidential palace in Ankara - a meeting that began inauspiciously with stony faces and few smiles.
Despite the sombre start, officials from both sides say a draft accord had already been sketched out ahead of the meeting, but crucial obstacles remained ahead of a deal to halt the latest battle in Syria’s ruinous eight-year civil war.
The goal was to stem a fresh humanitarian crisis which has put 200,000 civilians to flight in northeast Syria and ease a security scare over thousands of Islamic State captives guarded by the Kurdish militia targeted in Turkey’s assault.
Also in the balance were fractious ties between Turkey and the United States, two NATO allies whose disputes over Syria policy and Russia led U.S. President Donald Trump to announce sanctions and threaten to “obliterate” Turkey’s economy.
“It was obvious that Pence’s talks in Turkey would not be easy,” the official told Reuters.
Even before his plane landed in Ankara, Turkey had rejected Pence’s call for a ceasefire unless Kurdish YPG fighters, whom it considers terrorists because of their links to guerrillas waging a deadly insurgency in southeast Turkey, agreed to withdraw from a 20-mile deep “safe zone” along the border.
“There were many disagreements” in the talks, the senior official said, declining to be named because of the sensitivity of the matter. But the central issue was Turkey’s insistence that there could be no open-ended truce.
“The make-or-break point in the meeting was when Erdogan demanded a deadline if they wanted the operations to be paused,” he said. “Erdogan said it could be 24 or 48 hours. Pence said it was a very short frame and he couldn’t make that decision by himself.”
With the Turkish president refusing to give ground, the issue was taken up in a second, expanded meeting.
“Following discussions, a deadline of 120 hours was agreed on. Once this was settled, there was fast progress on other issues,” the official said.
A senior U.S. administration official said: “At one point, Erdogan asked how long it would take (the) YPG to pull out and we (the U.S. delegation) took that as a glimmer of hope that the Turks were open to a deal.”
BREAKING THE ICE
Pictures of the start of the meeting between the U.S. vice president, an evangelical Christian, and the Turkish president who leads a party with Islamist roots, suggested an awkwardness between the two men.
But early in the conversation Pence told Erdogan that Trump “liked, respected and valued” him, according to the Turkish official, an introduction which he said “warmed the atmosphere”.
At another point in the talks, when Turkish officials cited their battle casualties in the week-old military operation, Pence told them there were military veterans in the U.S. delegation and his own son was in military service.
He conveyed U.S. condolences to those killed and to their families, a gesture which the U.S. official said appeared to move a Turkish general in the meeting.
Those personal connections may have helped ease some of the tensions in a relationship frequently characterized by uncompromising rhetoric from both sides.
The agreement has de-escalated tensions in the north of Syria, but there are signs the temporary truce remains fragile.
On Friday morning, shelling could be heard near the Syrian town of Ras al Ain close to the border with Turkey, although Reuters journalists in the area said the bombardment subsided by mid-morning.
And there was confusion over how big the “safe zone” is that Turkey intends to secure. Erdogan said the swathe of land ran 440 km from east to west, but U.S. special envoy for Syria, James Jeffrey, said the accord covered a smaller area.
On the eve of Thursday’s talks, the White House released a letter Trump sent to Erdogan warning him on Oct. 9 - the day Turkish troops crossed into northeast Syria: “Don’t be a tough guy” and “Don’t be a fool”, and repeating a warning that Trump could destroy Turkey’s economy.
“It’s really strange to talk to somebody like Erdogan in this tone, and expect him to accept this,” a second Turkish official said.
The tone of the letter was a particular surprise in Ankara, since Turkish officials have repeatedly said that the two presidents have a strong personal bond.
“Trump and Erdogan would have made a deal sooner if it was up to Trump,” the second official said. “But Pence made a massive contribution.”

林鄭與網民在線對話,否認新房貸政策是為解決政治問題
香港特首林鄭月娥昨晚在 Facebook 上就施政報告與網民進行了一個多小時的在線直播對話,回答了30多個問題,繼續強調支持香港警隊,否認新房貸政策是為解決政治問題。
對於網上有關解散警隊的呼聲,林鄭稱她對此感到「疑惑」。很多人還對前線警員沒有展示委任證或警員編號不滿,導致市民在越來越多的衝突中投訴無門。林鄭月娥對此表示,她已經向警隊高層了解並跟進,又指所有投訴都會由監警會獨立調查。
針對有網民質疑她在施政報告中降低購房首付門檻,意圖增加市民的抗爭成本,林鄭月娥表示她從未想過依靠房屋政策來解決政治問題,她並不認為香港當前面臨的所有紛爭都是由房屋問題所引起。
施政報告評分創回歸後最低
香港民意研究所調查顯示,林鄭最新發布的任內第三份施政報告評分只有29.7分,創下香港回歸以來最低。
這份施政報告的不滿意率達65%,較上一份增加了31個百分點;滿意率只有17%,滿意度淨值為負47%。不過也有學者表示,評分低未必完全與報告內容有關。
民間記者會:港府無視根本問題
在林鄭直播對話結束後,香港民間記者會昨晚舉行了第20次新聞發布會,批評特首林鄭的施政報告欠缺遠景考慮,漠視香港社會矛盾的根本問題,對抗議者提出的「五大訴求」隻字不提。
參加該次記者會的還包括七個不同界別人士,包括土地房屋、社福、醫療、教育、創科、古蹟文物保育和金融業人士。
民間記者會發言人批評港府試圖以「小恩小惠」來收買民意,無視香港社會的根本政治制度問題;又指林鄭多次強調香港是「法治社會」,卻只是要求市民守法,對當前法治內容的合理性隻字不提。發言人還質問,要求實施雙普選如何不符合「法治社會」?
對於香港警隊問題,發言人表示,香港市民普遍認為需要重整警隊,包括成立獨立調查委員會,林鄭卻仍堅持用現有機制來監管警隊,以及在監警會中增加與政府背景相同的新成員,其做法只是「換湯不換藥」。
發言人強調,落實「五大訴求」是香港邁向理想社會的第一步,落實《基本法》賦予的真普選才能真正解決香港社會的根本問題,否則政府缺乏民意認同的施政方案只會繼續失效。
全港所有選區均超過一人參選,港鐵拒絕刊登選舉廣告

中國外交部確認兩名美國人上月在華被捕
中國外交部發言人耿爽昨日在例行記者會上確認,兩名美國公民 Alyssa Petersen 和 Jacob Harlan 因涉嫌組織他人偷越國(邊)境,已於9月27日和29日被江蘇省公安機關分別採取刑事拘留和取保候審強制措施。
對於記者提問此案是否與當前中美關係有關,耿爽表示「我沒有看出這件事跟目前的中美關係有什麼聯繫」。
林鄭與網民在線對話,否認新房貸政策是為解決政治問題
香港特首林鄭月娥昨晚在 Facebook 上就施政報告與網民進行了一個多小時的在線直播對話,回答了30多個問題,繼續強調支持香港警隊,否認新房貸政策是為解決政治問題。
對於網上有關解散警隊的呼聲,林鄭稱她對此感到「疑惑」。很多人還對前線警員沒有展示委任證或警員編號不滿,導致市民在越來越多的衝突中投訴無門。林鄭月娥對此表示,她已經向警隊高層了解並跟進,又指所有投訴都會由監警會獨立調查。
針對有網民質疑她在施政報告中降低購房首付門檻,意圖增加市民的抗爭成本,林鄭月娥表示她從未想過依靠房屋政策來解決政治問題,她並不認為香港當前面臨的所有紛爭都是由房屋問題所引起。
施政報告評分創回歸後最低
香港民意研究所調查顯示,林鄭最新發布的任內第三份施政報告評分只有29.7分,創下香港回歸以來最低。
這份施政報告的不滿意率達65%,較上一份增加了31個百分點;滿意率只有17%,滿意度淨值為負47%。不過也有學者表示,評分低未必完全與報告內容有關。
民間記者會:港府無視根本問題
在林鄭直播對話結束後,香港民間記者會昨晚舉行了第20次新聞發布會,批評特首林鄭的施政報告欠缺遠景考慮,漠視香港社會矛盾的根本問題,對抗議者提出的「五大訴求」隻字不提。
參加該次記者會的還包括七個不同界別人士,包括土地房屋、社福、醫療、教育、創科、古蹟文物保育和金融業人士。
民間記者會發言人批評港府試圖以「小恩小惠」來收買民意,無視香港社會的根本政治制度問題;又指林鄭多次強調香港是「法治社會」,卻只是要求市民守法,對當前法治內容的合理性隻字不提。發言人還質問,要求實施雙普選如何不符合「法治社會」?
對於香港警隊問題,發言人表示,香港市民普遍認為需要重整警隊,包括成立獨立調查委員會,林鄭卻仍堅持用現有機制來監管警隊,以及在監警會中增加與政府背景相同的新成員,其做法只是「換湯不換藥」。
發言人強調,落實「五大訴求」是香港邁向理想社會的第一步,落實《基本法》賦予的真普選才能真正解決香港社會的根本問題,否則政府缺乏民意認同的施政方案只會繼續失效。
全港所有選區均超過一人參選,港鐵拒絕刊登選舉廣告

港鐵昨日宣布,即日起不接受在任何鐵路網絡內刊登選舉廣告的申請,因為考慮到選舉廣告中提及的政治議題可能引發爭議甚至衝突,這將影響乘客、港鐵職員以及鐵路運作的安全。

敘利亞政府重掌北部重鎮曼比季,或將與土耳其部隊對峙
因應土耳其入侵敘利亞北部且逼近重鎮曼比季(Manbij),敘利亞政府軍於當地週二(15日)進駐該城鎮,接替原本駐守當地、但已陸逐撤離的美軍。這是敘利亞政府於2012年7月失落對曼比季的控制權後,首次重新控制該個北部重鎮。
據敘利亞官媒報道,總統巴沙爾・阿薩德(Bashar al-Assad )與敘利亞庫爾德武裝部隊結盟後,政府軍開始進駐曼比季,並在通往當地的公路上,與撤離的美軍擦肩而過。敘政府軍進駐曼比季後,在城內升起國旗,準備阻擋有意入侵的土耳其部隊、以及獲土耳其支持的敘利亞反對派武裝組織。與此同時,支持敘利亞政府的俄羅斯部隊,亦趁機填補美軍留下的空缺,在曼比季周邊展開巡邏行動。
土耳其總統埃爾多安(Recep Tayyip Erdoğan)表示,軍方展開跨境行動以來,已經從庫爾德族「恐怖組織」手上解放約1000平方公里的土地。他更明言,軍事行動將由曼比季擴展至伊拉克邊境。儘管遭受美方制裁及俄方批評,埃爾多安重申在掃除威脅之前不會停火,亦不會與庫爾德武裝談判。
庫爾德武裝則表示,自土耳其本輪軍事行動已導致逾27萬人流離失所,當中約四分之一為兒童,同時有不少病人得不到藥物及治療,呼籲聯合國等組織協助制止人道危機。
俄方強調不容敘土兩軍爆發衝突
埃爾多安此前表示,今次跨境軍事行動只有兩個目標——打擊敘利亞北部的任何「恐怖組織」,以及在當地建立緩衝區,以便將土耳其此前接收的敘國難民遣送該區安置。
俄羅斯早前強調土耳其的軍事行動不能接受,指出土敘兩國雖然有反恐協議,但協議並無授權土耳其軍隊長駐於敘利亞境內,因此土耳其必須克制軍事行動的時間及規模。俄羅斯國防部於當地週二(15日)表明,不會允許俄方支持的敘政府軍與土耳其部隊爆發衝突。
至於美國,副總統彭斯(Mike Pence)將於當地週四(17日)抵達土耳其首都安卡拉,與埃爾多安商討該區局勢。另外,繼法國及德國後,英國亦已宣布暫停對土耳其出售軍備武器。
美方2017年向曼比季駐軍,曾成功壓止土耳其對當地用兵
敘利亞內戰於2011年3月爆發後,曼比季於翌年7月落入當地反政府勢力手中,至2014年1月被恐怖組織「伊斯蘭國」(IS)攻佔。在美軍的武器及訓練支援下,庫爾德武裝近年活躍於在北部打擊 IS;2016年8月,庫爾德部隊「敘利亞民主力量」(SDF)成功自 IS 手上解放曼比季,當地隨後成立行政獨立的市議會。
隨着 SDF 佔據曼比季,土耳其總統埃爾多安迅速啟動代號為「幼發拉底之盾」(Operation Euphrates Shield)的軍事行動,以打擊 IS 及庫爾德族「恐怖組織」為名,針對敘利亞北部跨境用兵。外界普遍認為,「幼發拉底之盾」旨在阻止庫爾德部隊以曼比季為基地、向幼發拉底河以西進一步佔領土地,甚至最終達成立國。
2017年3月,土耳其向佔據曼比季的庫爾德族武裝發出警告,要求他們撤離曼比季,否則將展開進攻。華府隨即介入,向曼比季派駐少量美軍,成功壓止土耳其對當地用兵的計劃。去年11月,土耳其與美國更於曼比季一帶展開聯合巡邏行動,以緩和當地各派武裝之間的緊張局勢。
直至近日土耳其加強入侵敘利亞北部,美國總統特朗普卻執意撤兵,令庫爾德武裝部隊陷入孤立,遂與巴沙爾・阿薩德政權結盟。

據《衛報》引述消息報道,英國政府打算在北愛邊境安排上作出大幅讓步,原則上同意在愛爾蘭海設立海關檢查站,而北愛與愛爾蘭之間不會出現「硬邊界」。
報道引述外交消息指,相關安排意味北愛在法律上屬英國關稅區、但實際上仍然留在歐盟關稅區。英國前任首相文翠珊(Theresa May;台譯:德蕾莎・梅伊)曾經拒絕這項安排,更表明「不會有一位英國首相能夠接受」。
英歐徹夜談判餘下三大議題
英國脫歐事務大臣柏建熙(Stephen Barclay)及歐盟首席談判代表巴尼耶(Michel Barnier)較早前在布魯塞爾繼續談判。柏建熙對傳媒表示,仍有機會與歐盟達成協議。
巴尼耶則向英國以外的歐盟成員國表示,脫歐談判至今只會出現三個結局,分別是今天(當地週三,16日)達成協議、英國押後脫歐,或者談判破裂。他透露,談判僅剩下三項議題,分別是愛爾蘭島上的海關安排、北愛當局獲得話語權的程度,以及公平競爭問題。
在英國,首相約翰遜(Boris Johnson)已將內閣會議延遲至當地週三舉行。假如英歐順利達成協議草案,巴尼耶將於週三下午向成員國代表作簡報,成員國隨後於週四及週五(17日及18日)舉行峰會並表決草案。隨着消息指英方就北愛問題作出讓步,外界預料草案很可能獲得歐盟成員國接納。
一旦草案順利獲歐盟通過,約翰遜將分別向內閣及執政保守黨後座議員作匯報,並於週六(19日)在國會召開特別會議、表決這份決定英國前途的草案。

厄瓜多爾反政府示威持續逾十天後,政府與原住民領袖於日前達成協議——總統莫雷諾(Lenín Moreno)簽署法令,正式撤回取消燃油補貼等緊縮措施,並撤銷早前頒布的宵禁令。

最終,莫雷諾與原住民領袖通過對話並達成協議,阻止危機進一步擴大。莫雷諾表示,經此一役學會了珍惜和平、穩定與安全,在必要時運用法律力量,但可行時要及時展開對話。
IMF 則表示,歡迎莫雷諾考慮所有持份者的利益、而作出取消緊縮措施的決定。然而,關於今年3月已向厄瓜多爾發放的42億美元貨款該如何處理,IMF 研究部門總監 Gita Gopinath 未作具體回應。
中美合拍動畫因展示中方主張「九段線」,在越南被禁映
月初在越南上映的中美合拍動畫《長毛雪寶》(Abominable;台譯:壞壞萌雪怪),因出現以中國單方面主張的「九段線」為依據的南海地圖,而被越南當局下令禁映。
《長毛雪寶》由中國上海東方夢工廠及美國加州夢工場合拍,於本月4日在越南上映。然而,當地觀眾發現主角家中掛有一幅東南亞地圖,南海上標記了抵觸越南主權聲請、由中方單方面主張的「九段線」(越南稱之為「牛舌線」)。
隨着消息在社交媒體廣泛流傳,官方媒體亦作出報道,促使越南政府下令電影禁映。越南電影局長阮秋河(Nguyen Thu Ha)承認要為事件負責,今後將在審查電影時提高警惕。
在越南設有院線的南韓連鎖電影院 CGV Cinemas 於週一(14日)發表聲明,稱週日(13日)才得悉電影展示了具爭議的地圖,隨即已將電影自越南院線落畫;聲明向越南觀眾表達深切歉意,承諾日後遵從當局規定。
菲律賓此前曾就與中方的南海主權爭議訴諸國際法庭,總部設於海牙的國際法庭於2016年作出裁決,判定菲律賓勝訴,其中指出中國單方面主張的「九段線」並不具有國際法律依據。今年7月,中國被指派出勘探船及護衛船,進入與越南有主權爭議的南沙群島萬安灘(越南稱:長沙群島𣺽司政)海域,引起越南的不滿。

因應土耳其入侵敘利亞北部且逼近重鎮曼比季(Manbij),敘利亞政府軍於當地週二(15日)進駐該城鎮,接替原本駐守當地、但已陸逐撤離的美軍。這是敘利亞政府於2012年7月失落對曼比季的控制權後,首次重新控制該個北部重鎮。
據敘利亞官媒報道,總統巴沙爾・阿薩德(Bashar al-Assad )與敘利亞庫爾德武裝部隊結盟後,政府軍開始進駐曼比季,並在通往當地的公路上,與撤離的美軍擦肩而過。敘政府軍進駐曼比季後,在城內升起國旗,準備阻擋有意入侵的土耳其部隊、以及獲土耳其支持的敘利亞反對派武裝組織。與此同時,支持敘利亞政府的俄羅斯部隊,亦趁機填補美軍留下的空缺,在曼比季周邊展開巡邏行動。
土耳其總統埃爾多安(Recep Tayyip Erdoğan)表示,軍方展開跨境行動以來,已經從庫爾德族「恐怖組織」手上解放約1000平方公里的土地。他更明言,軍事行動將由曼比季擴展至伊拉克邊境。儘管遭受美方制裁及俄方批評,埃爾多安重申在掃除威脅之前不會停火,亦不會與庫爾德武裝談判。
庫爾德武裝則表示,自土耳其本輪軍事行動已導致逾27萬人流離失所,當中約四分之一為兒童,同時有不少病人得不到藥物及治療,呼籲聯合國等組織協助制止人道危機。
俄方強調不容敘土兩軍爆發衝突
埃爾多安此前表示,今次跨境軍事行動只有兩個目標——打擊敘利亞北部的任何「恐怖組織」,以及在當地建立緩衝區,以便將土耳其此前接收的敘國難民遣送該區安置。
俄羅斯早前強調土耳其的軍事行動不能接受,指出土敘兩國雖然有反恐協議,但協議並無授權土耳其軍隊長駐於敘利亞境內,因此土耳其必須克制軍事行動的時間及規模。俄羅斯國防部於當地週二(15日)表明,不會允許俄方支持的敘政府軍與土耳其部隊爆發衝突。
至於美國,副總統彭斯(Mike Pence)將於當地週四(17日)抵達土耳其首都安卡拉,與埃爾多安商討該區局勢。另外,繼法國及德國後,英國亦已宣布暫停對土耳其出售軍備武器。
美方2017年向曼比季駐軍,曾成功壓止土耳其對當地用兵
敘利亞內戰於2011年3月爆發後,曼比季於翌年7月落入當地反政府勢力手中,至2014年1月被恐怖組織「伊斯蘭國」(IS)攻佔。在美軍的武器及訓練支援下,庫爾德武裝近年活躍於在北部打擊 IS;2016年8月,庫爾德部隊「敘利亞民主力量」(SDF)成功自 IS 手上解放曼比季,當地隨後成立行政獨立的市議會。
隨着 SDF 佔據曼比季,土耳其總統埃爾多安迅速啟動代號為「幼發拉底之盾」(Operation Euphrates Shield)的軍事行動,以打擊 IS 及庫爾德族「恐怖組織」為名,針對敘利亞北部跨境用兵。外界普遍認為,「幼發拉底之盾」旨在阻止庫爾德部隊以曼比季為基地、向幼發拉底河以西進一步佔領土地,甚至最終達成立國。

英國與歐盟有關脫歐問題的談判來到關鍵時刻,據報英方就北愛爾蘭邊境安排作出重大讓步,令雙方有望於當地今晚達成脫歐協議草案。
據《衛報》引述消息報道,英國政府打算在北愛邊境安排上作出大幅讓步,原則上同意在愛爾蘭海設立海關檢查站,而北愛與愛爾蘭之間不會出現「硬邊界」。
報道引述外交消息指,相關安排意味北愛在法律上屬英國關稅區、但實際上仍然留在歐盟關稅區。英國前任首相文翠珊(Theresa May;台譯:德蕾莎・梅伊)曾經拒絕這項安排,更表明「不會有一位英國首相能夠接受」。
英歐徹夜談判餘下三大議題

在英國,首相約翰遜(Boris Johnson)已將內閣會議延遲至當地週三舉行。假如英歐順利達成協議草案,巴尼耶將於週三下午向成員國代表作簡報,成員國隨後於週四及週五(17日及18日)舉行峰會並表決草案。隨着消息指英方就北愛問題作出讓步,外界預料草案很可能獲得歐盟成員國接納。
一旦草案順利獲歐盟通過,約翰遜將分別向內閣及執政保守黨後座議員作匯報,並於週六(19日)在國會召開特別會議、表決這份決定英國前途的草案。

為何行動──內政驅動的軍事行動
從2018年開始,隨着土耳其的經濟在內因和外因的推動下陷入困境,埃爾多安的執政基礎遭到了衝擊。在2019年初的地方選舉中,埃爾多安的正義與發展黨(AKP)遭到了2002年上台執政以來的最大失敗──在選舉中丟掉了伊斯坦布爾、安卡拉兩大城市和其他諸多地區的地方首長席位。這意味着埃爾多安在土耳其的執政基礎正在動搖。
將政治焦點聚焦到庫爾德問題,有助於轉移執政黨面對的壓力。在當前的土耳其政治光譜中,反對黨在世俗主義問題上和正義與發展黨形成抗衡,但在民族主義議題上,反對黨則多有分裂。其中,「好黨」(Iyi Party)是一個偏向右翼民族主義的黨派,最大的反對黨共和人民黨(CHP)則是傳統的凱末爾主義者(更加世俗主義)和中左的社會民主主義者的混合,也有較強的土耳其民族主義傾向,第三大黨人民民主黨(HDP)則和庫爾德人有較強的聯繫,在土耳其的庫爾德人地區深耕多年。
有分析指,出兵北敘利亞,可以幫助埃爾多安及其政黨把土耳其政治鬥爭從近年來的「伊斯蘭主義和世俗主義」對立的框架中拉出來,用民族主義的旗幟去分裂各個反對黨之間的光譜,這正在顯示出效果──「好黨」和共和人民黨都宣布支持在敘利亞的軍事行動,表示反對的人民民主黨,則有多名黨的地方首長被以「恐怖主義」的罪名逮捕。
同時,解決難民問題正在變成土耳其社會的「最大公約數」──在敘利亞內戰開始之初,土耳其就大量接受難民。彼時,伊斯蘭主義者以穆斯林兄弟的身份接納難民,而世俗主義者則以人道主義為由敞開國門。但多年過去,土耳其境內的敘利亞難民人數達到數百萬之多,中上階層抱怨生活質素下降,而中下階層抱怨自己的工作被難民搶走,土耳其境內對難民的怨氣正在升温。主動通過向外推進「安全區」解決難民問題,成為埃爾多安從反對派手上搶過議題主導權的一種嘗試。
在上月的聯合國大會的講話中,埃爾多安就指出,「土耳其今天是人道主義援助最慷慨的國家」,並且在難民問題上投入了大量資源和花費。而這是不可能持續下去的。
不止「壓迫」──多角度的「庫爾德問題」
但是,值得注意的是,中東的庫爾德人的問題,在各個國家呈現出不一樣的面貌,不是簡單的「專制政府壓迫少數民族」的關係。
在敘利亞,阿薩德政府和庫爾德人之間的關係複雜。在冷戰中,阿薩德政府支持土耳其的庫爾德工人黨進行訓練,招募北敘利亞庫爾德人進入土耳其發動襲擊,但對北敘利亞本地的庫爾德抗議者,阿薩德又進行打壓。而在伊朗,伊斯蘭共和國的意識形態很大程度上壓制了波斯民族主義對庫爾德人的仇視和民族衝突,儘管在伊朗,庫爾德地區的發展不平衡與族群歧視仍然存在。隨着各國政治的發展,如伊拉克庫爾德地區的自治,各個地區的庫爾德人之間的差異也日漸增大,一個統一的「庫爾德斯坦」的想法,在今天多大程度上會被各地庫爾德人認同,是有很大疑問的。
土耳其的庫爾德人問題則歷史悠久,要追溯到奧斯曼帝國崩解時期在土東地區土耳其人、庫爾德人和亞美尼亞人的複雜衝突-合作關係。
事實上,埃爾多安剛上台之際,對庫爾德人要遠優厚於先前的各屆土耳其政府,在庫爾德地區,對正義與發展黨的支持也具有相當的比例,這是因為土耳其的庫爾德地區在土耳其的蘇菲主義伊斯蘭傳統中有很重要的地位,而埃爾多安帶有的伊斯蘭政治面貌為土耳其的「庫爾德問題」帶來了民族主義之外的解決方式。但隨着各方力量和政治態勢的變化,埃爾多安和土耳其庫爾德工人黨之間的關係不斷惡化,並在2010年之後爆發激烈衝突──襲擊和軍事打擊彼此不斷。但對庫爾德人來說,宗教保守的傳統社會、庫工黨的激進左翼道路、庫爾德民族主義、土耳其的共和國政治,都分別導向幾乎完全不同的道路。

國際社會對土耳其單方面行動的最大擔憂,聚焦在北敘利亞的庫爾德自治組織及其軍事力量在剿滅ISIS過程中設立的戰俘營(難民營)。據多方消息報導,有多個類似設施位於土耳其試圖建立的所謂「安全區」中,將很容易受到戰事波及,而如果其中的ISIS分子趁機潛逃,恐怖主義的威脅就很有可能死灰復燃。在土庫曼斯坦首都阿什哈巴德剛剛結束的一場領導人峰會上,俄羅斯總統普京就表示,擔憂土耳其沒有足夠能力保證恐怖分子不會藉機重整旗鼓。
支持土耳其的國家則是少數,包括巴基斯坦在內的幾個南亞和中東國家。
為何行動──內政驅動的軍事行動
從2018年開始,隨着土耳其的經濟在內因和外因的推動下陷入困境,埃爾多安的執政基礎遭到了衝擊。在2019年初的地方選舉中,埃爾多安的正義與發展黨(AKP)遭到了2002年上台執政以來的最大失敗──在選舉中丟掉了伊斯坦布爾、安卡拉兩大城市和其他諸多地區的地方首長席位。這意味着埃爾多安在土耳其的執政基礎正在動搖。
將政治焦點聚焦到庫爾德問題,有助於轉移執政黨面對的壓力。在當前的土耳其政治光譜中,反對黨在世俗主義問題上和正義與發展黨形成抗衡,但在民族主義議題上,反對黨則多有分裂。其中,「好黨」(Iyi Party)是一個偏向右翼民族主義的黨派,最大的反對黨共和人民黨(CHP)則是傳統的凱末爾主義者(更加世俗主義)和中左的社會民主主義者的混合,也有較強的土耳其民族主義傾向,第三大黨人民民主黨(HDP)則和庫爾德人有較強的聯繫,在土耳其的庫爾德人地區深耕多年。
有分析指,出兵北敘利亞,可以幫助埃爾多安及其政黨把土耳其政治鬥爭從近年來的「伊斯蘭主義和世俗主義」對立的框架中拉出來,用民族主義的旗幟去分裂各個反對黨之間的光譜,這正在顯示出效果──「好黨」和共和人民黨都宣布支持在敘利亞的軍事行動,表示反對的人民民主黨,則有多名黨的地方首長被以「恐怖主義」的罪名逮捕。
同時,解決難民問題正在變成土耳其社會的「最大公約數」──在敘利亞內戰開始之初,土耳其就大量接受難民。彼時,伊斯蘭主義者以穆斯林兄弟的身份接納難民,而世俗主義者則以人道主義為由敞開國門。但多年過去,土耳其境內的敘利亞難民人數達到數百萬之多,中上階層抱怨生活質素下降,而中下階層抱怨自己的工作被難民搶走,土耳其境內對難民的怨氣正在升温。主動通過向外推進「安全區」解決難民問題,成為埃爾多安從反對派手上搶過議題主導權的一種嘗試。
在上月的聯合國大會的講話中,埃爾多安就指出,「土耳其今天是人道主義援助最慷慨的國家」,並且在難民問題上投入了大量資源和花費。而這是不可能持續下去的。
不止「壓迫」──多角度的「庫爾德問題」
但是,值得注意的是,中東的庫爾德人的問題,在各個國家呈現出不一樣的面貌,不是簡單的「專制政府壓迫少數民族」的關係。
在敘利亞,阿薩德政府和庫爾德人之間的關係複雜。在冷戰中,阿薩德政府支持土耳其的庫爾德工人黨進行訓練,招募北敘利亞庫爾德人進入土耳其發動襲擊,但對北敘利亞本地的庫爾德抗議者,阿薩德又進行打壓。而在伊朗,伊斯蘭共和國的意識形態很大程度上壓制了波斯民族主義對庫爾德人的仇視和民族衝突,儘管在伊朗,庫爾德地區的發展不平衡與族群歧視仍然存在。隨着各國政治的發展,如伊拉克庫爾德地區的自治,各個地區的庫爾德人之間的差異也日漸增大,一個統一的「庫爾德斯坦」的想法,在今天多大程度上會被各地庫爾德人認同,是有很大疑問的。
土耳其的庫爾德人問題則歷史悠久,要追溯到奧斯曼帝國崩解時期在土東地區土耳其人、庫爾德人和亞美尼亞人的複雜衝突-合作關係。
事實上,埃爾多安剛上台之際,對庫爾德人要遠優厚於先前的各屆土耳其政府,在庫爾德地區,對正義與發展黨的支持也具有相當的比例,這是因為土耳其的庫爾德地區在土耳其的蘇菲主義伊斯蘭傳統中有很重要的地位,而埃爾多安帶有的伊斯蘭政治面貌為土耳其的「庫爾德問題」帶來了民族主義之外的解決方式。但隨着各方力量和政治態勢的變化,埃爾多安和土耳其庫爾德工人黨之間的關係不斷惡化,並在2010年之後爆發激烈衝突──襲擊和軍事打擊彼此不斷。但對庫爾德人來說,宗教保守的傳統社會、庫工黨的激進左翼道路、庫爾德民族主義、土耳其的共和國政治,都分別導向幾乎完全不同的道路。

隨着土耳其向敘利亞北部的庫爾德武裝持續發起地面軍事行動,美國總統特朗普繼近日宣布從敘利亞北部撤軍後,14日又表示將對土耳其實施一系列制裁措施,包括立即暫停與土耳其1000億美元的貿易談判,以及將對土耳其的鋼鐵關税提高到50%。
特朗普在聲明中指,土耳其的軍事行動「涉嫌嚴重損害人權及破壞停火協定」。特朗普還表示,會在敘利亞南部部署小部分美軍,繼續與「伊斯蘭國」(IS)殘餘力量作戰,並密切觀察局勢。

13萬人參加香港人權與民主法案集氣大會
香港市民14日晚在中環遮打花園舉行了香港人權與民主法案集氣大會,促請美國國會近期通過該法案,助港人爭取五大訴求。大會方公布有13萬人參加了集會活動。

港府回應:一直實行高度自治,重視人權
對於市民集會促請美國國會通過香港人權與民主法案草案,香港政府發聲明表示遺憾,強調外國議會不應以任何形式干預香港特別行政區內部事務。
政府發言人稱,自回歸以來,香港特區一直嚴格按照《基本法》實行「港人治港」、高度自治,充分體現「一國兩制」全面和成功落實。人權和自由在香港受到《基本法》、《香港人權法案條例》和其他法律充分保障,特區政府十分重視,也必全力維護。
香港警方記者會指首次出現自製遙控炸彈
據香港01報導,香港警方在14日的例行記者會上表示,過去三天共逮捕了201人,且首次發現疑似針對警方的土製炸彈。
警方通報指,被捕者年齡介乎14至62歲,涉嫌非法集結、藏有攻擊性武器、藏有物品可作非法用途、刑事毀壞、縱火、身處非法集結時使用蒙面物品等。

WASHINGTON (Reuters) - President Donald Trump’s administration is set to impose economic sanctions on Ankara, potentially as early as this week, for its incursion into northern Syria, one of the few levers the United States still has over NATO-ally Turkey.
Using the U.S. military to stop the Turkish offensive on U.S.-allied Kurdish fighters was never an option, defense officials have said, and Trump asked the Pentagon on Sunday to begin a “deliberate” withdrawal of all U.S. troops from northern Syria.
After Treasury Secretary Steven Mnuchin said on Friday that Trump had authorized “very powerful” new sanctions targeting Turkey, the administration appeared ready to start making good on Trump’s threat to obliterate Turkey’s economy.
On Sunday, Trump said he was listening to Congress, where Republicans and Democrats are pushing aggressively for sanctions action.
“Dealing with @LindseyGrahamSC and many members of Congress, including Democrats, about imposing powerful Sanctions on Turkey,” Trump said on Twitter, referring to the loyal Trump ally and U.S. senator who lambasted the president last week.
“Treasury is ready to go, additional legislation may be sought. There is great consensus on this. Turkey has asked that it not be done. Stay tuned!” he added.
A U.S. official, speaking on condition of anonymity, told Reuters that sanctions were “being worked out at all levels of the government for rollout.”
Trump is struggling to quell harsh criticism, including from some of his staunchest Republican backers, that he gave Turkish President Tayyip Erdogan a green light to attack the Kurds last Sunday when he decided to pull a small number of U.S. troops out of the border area.
Turkey’s offensive aims to neutralize the Kurdish YPG militia, the main component of the Syrian Democratic Forces (SDF) and seen by Ankara as a terrorist group aligned with Kurdish insurgents in Turkey. But the SDF has also been Washington’s key ally in fighting that has dismantled Islamic State’s jihadist “caliphate” in Syria.
Trump’s decision, rooted in his long-stated aim to get the United States out of “endless wars,” has prompted bipartisan concerns that it opens the door to the revival of Islamic State.
While sanctions appear to be the strongest tool of deterrence, the United States and its European allies could also ponder arms sales bans and the threat of war crimes prosecutions.
“Good decision by President @realDonaldTrump to work with Congress to impose crippling sanctions against Turkeys outrageous aggression/war crimes in Syria,” Graham tweeted.
‘MONUMENTAL FAILURE’
It is unclear what sanctions are in the order drafted last week, which Mnuchin said was ready for activation at any moment, and whether they would be as severe as what lawmakers are proposing.
Representatives Eliot Engel, the Democratic chairman of the U.S. House of Representatives Foreign Affairs Committee, and Mike McCaul, the committee’s senior Republican, introduced a bill last Friday that would sanction Turkish officials involved in the Syria operation and banks involved with Turkey’s defense sector until Turkey ends military operations in Syria.
It also would stop arms from going to Turkish forces in Syria, and require the administration to impose existing sanctions on Turkey for its purchase of a Russian S-400 missile-defense system.

Syrian regime soldiers began moving north last night to confront the Turkish forces that have invaded northern Syria, adding to growing chaos in the area that analysts fear could spiral into a far wider confrontation.
The US announced it was starting to withdraw its remaining 1,000 troops from the country; an unexpected retreat, and an example British and other western powers are likely to follow.
The decision followed the realisation in Washington that Turkey is intending to go farther in its drive to oust the Kurdish-led Syrian Democratic Forces than had been expected. Turkish forces were last night moving well beyond the border towns of Ras al-Ain and Tal Abyad, their initial targets.
The defenders, the YPG Kurdish militia that is the vanguard of the multi-ethnic SDF, have responded by striking a deal — with the help of Russia — for Syrian forces loyal to President Assad to join them. The regime forces are expected to move into the towns of Manbij and Kobani.
The Kurds described the deal with the Syrian government as a necessary step to stop the assault. “In order to prevent and confront this aggression, an agreement has been reached with the Syrian government . . . so the Syrian army can deploy along the Syrian-Turkish border to assist the Syrian Democratic Forces,” the Kurdish administration said in a statement.
In an editorial published in Foreign Policy magazine, SDF chief Mazlum Abdi wrote: “If we have to choose between compromises and the genocide of our people, we will surely choose life for our people.”
Mark Esper, the US defence secretary, told CBS a broadening of the offensive had made the situation “untenable” for US forces and that after a conversation with President Trump, a “deliberate withdrawal” would begin.
There were reports yesterday that the withdrawal of American troops had already begun. Mr Trump faced a growing backlash at home for effectively stepping aside to allow Turkey to attack the Kurdish forces which have been the West’s most reliable ally in the fight against Islamic State in the area.
Adam Kinzinger, a Republican congressman, said the decision had increased the risk of a resurgence of Isis. “We have left them [the Kurds] to the wolves,” he said.
Adding fuel to the fire, the SDF said yesterday hundreds of foreigners with links to Isis, mostly women and children, had escaped from the Ain Issa displacement camp after its Kurdish guards came under attack from Turkish forces. One monitoring group put the number who fled at 100, but Kurdish authorities said that almost 800 relatives of foreign Isis members had escaped.
Separately, video published online appeared to show Syrian rebel fighters who are aligned with the Turkish invaders executing civilians on the side of the M4 highway.
Among the dead was Hervin Khalaf, a female Kurdish politician who was dragged from her car and shot. A shaky video showed the group shooting another captive, his hands bound, by the roadside.
Turkey launched the operation in Syria, dubbed Peace Spring, on Wednesday after Mr Trump unexpectedly agreed that American troops in northern Syria would pull back from some parts of the border.
The YPG is the Syrian arm of the PKK, the guerrilla force that has been waging a four-decade war for autonomy against the Turkish state. It joined forces with pro-western Arab groups to form the SDF to fight Isis, after the jihadist group swarmed across Kurdish territory in 2014, but the alliance was uncomfortable for the US, Britain and other countries in Nato, of which Turkey is a member. However, it was successful in seizing eastern Syria from Isis — at a cost of 11,000 SDF lives.
President Erdogan had said for more than a year that he intended to seize a 20-mile border strip as a “safe zone”, which would also allow him to resettle two million Syrian refugees.
Turkish troops and their Syrian rebel allies first targeted the border towns of Tal Abyad and Ras al-Ain. Since then about 104 SDF fighters, 76 Turkey-backed rebels and 52 civilians have been killed, according to monitors, with another 18 civilians killed in Turkey, according to local media. Shelling around the two towns continued yesterday amid conflicting reports over the control of Ras al-Ain. Turkey’s defence ministry said it was under their control, but the SDF disputed that. Isis seems to be taking advantage of the chaos, launching car-bomb attacks in both Hasakah and Qamishli. The group also declared the start of a new campaign in Syria, described as vengeance for the SDF’s detention of its members.
Five suspected Isis fighters broke out of a jail in Qamishli on Saturday when the area was hit by Turkish forces.
Ain Issa camp, about 20 miles south of the Turkish border, houses about 12,000 displaced people. Among their number were 249 foreign women and 700 children with links to Isis. They had previously included a number of British orphans, as well as the British nationals Tooba Gondal, Zahra Iqbal and Lisa Smith. Their whereabouts at the time of the escape was unknown.
The Turkish invasion has been met by near-universal international condemnation, with countries including France, Germany and Sweden announcing suspensions or bans in weapons exports to Turkey. Boris Johnson expressed “grave concern” about the situation in a call with Mr Erdogan.
Mr Trump sought to defend his decision yesterday, tweeting: “The Kurds and Turkey have been fighting for many years. Turkey considers the PKK the worst terrorists of all. Others may want to come in and fight for one side or the other. Let them! Endless Wars!”

Five suspected Isis fighters broke out of a jail in Qamishli on Saturday when the area was hit by Turkish forces.
Ain Issa camp, about 20 miles south of the Turkish border, houses about 12,000 displaced people. Among their number were 249 foreign women and 700 children with links to Isis. They had previously included a number of British orphans, as well as the British nationals Tooba Gondal, Zahra Iqbal and Lisa Smith. Their whereabouts at the time of the escape was unknown.
The Turkish invasion has been met by near-universal international condemnation, with countries including France, Germany and Sweden announcing suspensions or bans in weapons exports to Turkey. Boris Johnson expressed “grave concern” about the situation in a call with Mr Erdogan.
Mr Trump sought to defend his decision yesterday, tweeting: “The Kurds and Turkey have been fighting for many years. Turkey considers the PKK the worst terrorists of all. Others may want to come in and fight for one side or the other. Let them! Endless Wars!”

[The Times], Oil pours into Red Sea after ‘rocket attack’ on Iranian tanker
An Iranian oil firm says that a tanker carrying a million barrels of crude to Syria has been hit by two missiles in the Red Sea.
An explosion was reported early this morning on a tanker belonging to the National Iranian Oil Company (NIOC). The vessel was off the western coast of Saudi Arabia, 60 miles southwest of Jeddah, at the time.
A statement said that two of the main holding tanks were holed and heavily damaged and that oil was reported to be pouring into the sea.
The oil tanker was identified by Iranian state TV as Sinopa, but the NIOC later said it was another vessel named Sabiti.
When the fire first took hold in the vessel there was no immediate apparent cause, although the Iranian fleet is old and poorly maintained, partly as a result of international sanctions, and two other tankers have got into distress in the Red Sea in the past six months.
However, the semi-official state news agency Fars then said that terrorist activity might lie behind the incident, and subsequently the company put out a statement saying that the vessel had been hit by two missiles.
That will raise suspicion that the explosion is an act of retaliation for Iranian military activity in the Gulf. Two Saudi oil facilities were hit by drones and missiles last month, which the United States and Saudi Arabia blamed on Iran.
The attacks were claimed by the Houthis, a Yemen rebel militia supported by Iran and currently involved in a vicious war in which Saudi Arabia and its ally the United Arab Emirates have been fighting on the side of the recognised government. The US and Britain, which arm both Saudi Arabia and UAE, believe that the missiles could not have been fired from Yemen and might have been launched from Iranian territory.
Tankertrackers.com, an online oil industry monitor, said that the Sinopa was carrying a million barrels of oil to Syria.
The US Navy’s 5th Fleet, which oversees the Middle East, said that it was aware of the incident, but gave no further comment.
President Trump has so far failed to order any military response to the attack on the Saudi oil facilities, which temporarily wiped out half of Saudi oil production, or more than 5 per cent of the world’s total.
Saudi officials are said to be concerned that all their oil facilities are vulnerable to attack. Mr Trump’s fear of getting sucked into a new war in the Middle East means that there has been no response to a rash of attacks on oil tankers in the Gulf — six of them holed by mines — the missile attack on Saudi oil facilities and others on Saudi airports.
Iran has called for the US to leave the Gulf and for all Gulf states to co-operate in providing “mutual security”.
Mohammad Javad Zarif, the Iranian foreign minister, wrote in an article for a Kuwaiti newspaper yesterday that if all countries in the Gulf did not enjoy security “they will all be deprived of it”.

[The Times], Recipe for disaster: how Erdogan’s invasion of Syria will create a new refugee crisis
Turkey’s assault on its Kurdish enemies could have far-reaching implications not just for the Middle East but for Europe too, writes Catherine Philp
President Erdogan’s stated battlefield in northern Syria is 300 miles long, 20 miles wide, and serves two purposes for Ankara.
Invading this stretch, in Mr Erdogan’s telling, allows him to neutralise what he regards as the cross-border threat from the Kurds while also solving what he has called Turkey’s “refugee problem”. The Syrian Kurdish goal of lasting autonomy will be crushed, and most of the 3.6 million Syrian Arab refugees who fled war for sanctuary in Turkey will be deposited there.
“Turkey estimates that up to two million Syrian refugees will volunteer to live in a 20-mile secure area spanning from the Euphrates River to the Syria-Iraq border,” wrote Fahrettin Altun, Mr Erdogan’s chief media adviser, in The Washington Post this week.
If the safe zone went farther south, it would fit the other 1.6 million refugees, he said.
The idea that 6,000 square miles of northern Syria could be denuded of their local Kurdish populations, with two million refugees bussed in, has drawn widespread horror and condemnation from around the globe. The International Rescue Committee said the northern area of Syria under Kurdish control is home to about two million civilians who have “already survived Islamic State brutality and multiple displacements”.
Syrian Kurds are warning of ethnic cleansing and demographic engineering of areas along the border. There are an estimated 1.8 million Kurds in Syria, about half of whom live within the proposed buffer zone. Areas under Kurdish control are believed to have about 1.5 million Arabs and tens of thousands of Christians.
Turkey might attempt to start on a smaller scale, extending only a few miles into Syria around several pockets. The first targets were Ras al-Ain and Tal Abyad, two historically Sunni Arab border towns.
This is not the first Turkish incursion in Syria’s eight-year war. In 2016 Ankara launched Operation Euphrates Shield, pushing into the Arab area around Jarablus at the western end of the envisaged buffer zone. Turkish forces ousted Kurdish militias from the border and a zone of Turkish control was created and some Syrian refugees resettled.
Syria’s Kurdish population is concentrated in the east with the enclaves of Afrin and Kobani farther west. Afrin was the site of Turkey’s last big operation into Syria, which displaced half the enclave’s 320,000 population. Turkish soldiers and their Syrian Arab allies are still fighting a Kurdish insurgency there.
Qamishli, the largest city within the proposed buffer zone, is an ethnically mixed Christian centre, inhabited predominantly by Arabs, Assyrians, Armenians and Kurds. The countryside across the border area is scattered with villages. The open plains would make it difficult for the lightly armed Kurdish force to resist Nato’s second-largest army.
Flooding the proposed buffer zone with Syrian Arabs whose original homes are scattered all across Syria would represent a massive demographic change as well as a serious breach of international law, which forbids the forcible return of refugees to their homelands against their will and where they might remain in danger.
Turkey promised not to do so when it signed a deal with the European Union in 2016 intended as a solution to the migration crisis into Europe. In return for agreeing to take back refugees trying to reach Europe through Greece, Ankara received €6 billion and visa-free travel for its cities.
That the deal was a sticking plaster, doing nothing to solve the refugee crisis.
Mr Erdogan’s threats yesterday to unleash 3.6 million Syrian refugees on Europe show how far he is willing to go to weaponise the homeless survivors of Syria’s grinding conflict.
Turkey began returning small numbers of refugees to Syria earlier this year, taking them to Idlib, the province where it maintains a military presence in an arrangement supposed to prevent a new refugee flow.
Idlib has become the dumping ground for surrendering Sunni rebel fighters, transported there from around the country as Damascus tries to remake the Syrian state in a demographic form more friendly to the Alawite Assad regime, not unlike Turkey’s current effort along its southern border.
The project helped the Assad regime to retake swathe after swathe of the country, with Russian and Iranian support, and eliminate resistance from key areas.
But the war also changes the demographics and the political realities all along Syria’s border with Turkey, giving the Kurdish fighting force, the YPG, the opportunity first to establish autonomy in their own cantons and then expand their control even over traditionally Arab areas.
Turkey’s proposal seeks not only to reverse that control but entirely rewrite the area’s pre-war demographics.

Invading this stretch, in Mr Erdogan’s telling, allows him to neutralise what he regards as the cross-border threat from the Kurds while also solving what he has called Turkey’s “refugee problem”. The Syrian Kurdish goal of lasting autonomy will be crushed, and most of the 3.6 million Syrian Arab refugees who fled war for sanctuary in Turkey will be deposited there.
“Turkey estimates that up to two million Syrian refugees will volunteer to live in a 20-mile secure area spanning from the Euphrates River to the Syria-Iraq border,” wrote Fahrettin Altun, Mr Erdogan’s chief media adviser, in The Washington Post this week.
If the safe zone went farther south, it would fit the other 1.6 million refugees, he said.
The idea that 6,000 square miles of northern Syria could be denuded of their local Kurdish populations, with two million refugees bussed in, has drawn widespread horror and condemnation from around the globe. The International Rescue Committee said the northern area of Syria under Kurdish control is home to about two million civilians who have “already survived Islamic State brutality and multiple displacements”.
Syrian Kurds are warning of ethnic cleansing and demographic engineering of areas along the border. There are an estimated 1.8 million Kurds in Syria, about half of whom live within the proposed buffer zone. Areas under Kurdish control are believed to have about 1.5 million Arabs and tens of thousands of Christians.
Turkey might attempt to start on a smaller scale, extending only a few miles into Syria around several pockets. The first targets were Ras al-Ain and Tal Abyad, two historically Sunni Arab border towns.
This is not the first Turkish incursion in Syria’s eight-year war. In 2016 Ankara launched Operation Euphrates Shield, pushing into the Arab area around Jarablus at the western end of the envisaged buffer zone. Turkish forces ousted Kurdish militias from the border and a zone of Turkish control was created and some Syrian refugees resettled.
Syria’s Kurdish population is concentrated in the east with the enclaves of Afrin and Kobani farther west. Afrin was the site of Turkey’s last big operation into Syria, which displaced half the enclave’s 320,000 population. Turkish soldiers and their Syrian Arab allies are still fighting a Kurdish insurgency there.
Qamishli, the largest city within the proposed buffer zone, is an ethnically mixed Christian centre, inhabited predominantly by Arabs, Assyrians, Armenians and Kurds. The countryside across the border area is scattered with villages. The open plains would make it difficult for the lightly armed Kurdish force to resist Nato’s second-largest army.
Flooding the proposed buffer zone with Syrian Arabs whose original homes are scattered all across Syria would represent a massive demographic change as well as a serious breach of international law, which forbids the forcible return of refugees to their homelands against their will and where they might remain in danger.
Turkey promised not to do so when it signed a deal with the European Union in 2016 intended as a solution to the migration crisis into Europe. In return for agreeing to take back refugees trying to reach Europe through Greece, Ankara received €6 billion and visa-free travel for its cities.
That the deal was a sticking plaster, doing nothing to solve the refugee crisis.
Mr Erdogan’s threats yesterday to unleash 3.6 million Syrian refugees on Europe show how far he is willing to go to weaponise the homeless survivors of Syria’s grinding conflict.
Turkey began returning small numbers of refugees to Syria earlier this year, taking them to Idlib, the province where it maintains a military presence in an arrangement supposed to prevent a new refugee flow.
Idlib has become the dumping ground for surrendering Sunni rebel fighters, transported there from around the country as Damascus tries to remake the Syrian state in a demographic form more friendly to the Alawite Assad regime, not unlike Turkey’s current effort along its southern border.
The project helped the Assad regime to retake swathe after swathe of the country, with Russian and Iranian support, and eliminate resistance from key areas.
But the war also changes the demographics and the political realities all along Syria’s border with Turkey, giving the Kurdish fighting force, the YPG, the opportunity first to establish autonomy in their own cantons and then expand their control even over traditionally Arab areas.
Turkey’s proposal seeks not only to reverse that control but entirely rewrite the area’s pre-war demographics.

An evangelical leader united with senior Republicans yesterday in urging President Trump to reconsider his Syria policy, even as the secretary of state angrily rejected accusations that the United States had given Turkey a “green light” to attack Kurdish troops.
Lindsey Graham, a Republican senator close to Mr Trump, said that he expected bipartisan support for a bill he introduced with a Democratic senator, Chris Van Hollen, to impose sanctions on Turkish leaders unless they ended the airstrikes and ground invasion.

The unnamed soldier, one of about 1,000 American troops in Syria, told Fox News of Turkish atrocities on the front lines. “I am ashamed for the first time in my career. Turkey is not doing what it agreed to. It’s horrible. The Kurds met every single agreement [with the Turks]. There was no threat to the Turks — none — from this side of the border.”
The soldier said that the Kurds had not left their positions guarding suspected members of Islamic State since the offensive began. “They prevented a prison break last night without us,” the source said. “They are not abandoning our side [yet].”
Franklin Graham, the evangelical pastor who read from the Bible at Mr Trump’s inauguration and who has said that the “God factor” was behind his victory, wrote on Twitter: “The Kurds are the ones who have been leading the fight against Isis in Syria. Also pray for the Christians who the Kurds have been protecting. They could be annihilated.”
He invited people to pray that Mr Trump would reconsider. “Thousands of lives hang in the balance,” he added.
Mike Pompeo, the secretary of state, was asked by PBS Newshour whether the US would “take responsibility for whatever the outcome is because the US has given Turkey a green light”. This followed Mr Trump’s decision to withdraw US troops from north Syria and his tweet stating: “Turkey will soon be moving forward with its long-planned operation into Northern Syria.”
Mr Pompeo responded: “Yeah, well, that’s just false. The United States didn’t give Turkey a green light . . . On the phone call on Sunday night, it became very clear that there were American soldiers that were going to be at risk, and the president made a decision to put them in a place where they were out of harm’s way. That’s what we’ve done.”

Turkey pushed ahead with its incursion into northern Syria last night, all but surrounding two key border towns as the United States said that Turkish forces were operating within the “rules” demanded by President Trump.
Tal Abyad and Ras al-Ain, the first targets, were subjected to heavy shelling from across the Turkish border and warplanes bombed targets in the 20-mile “safe zone” outlined by President Erdogan and in the strategically significant town of Ain Issa, a short distance beyond the zone.
The Turkish troops, backed by Syrian rebel fighters, seized villages near Tal Abyad and Ras al-Ain as well as two military bases that had been used by US troops supporting the Kurdish-led Syrian Democratic Forces (SDF).
Kurdish officials said yesterday that 60,000 civilians, mainly from Ras al-Ain, Tal Abyad and Kobani, had already fled before the invading army. Witnesses in the towns said that there was an eerie air of calm, punctuated by occasional blasts.
The SDF fought back, with both sides losing between 10 and 20 fighters, according to some reports. Monitors said that eight Syrian civilians and several enemy fighters had been killed in the offensive. Turkey said that it had “eliminated” 174 “terrorists”.
Last night a senior US state department official said that Turkey was so far operating within parameters set by Mr Trump, but would be penalised if it engaged in “inhumane and disproportionate” action including “ethnic cleansing” and “indiscriminate” targeting of civilians. “We haven’t seen significant examples of that so far,” the official said. The state department added that the president had instructed diplomats to seek a ceasefire and find “areas of commonality between the two sides”.
Mr Trump implied that he had discussed the limits of the Turkish operation with Mr Erdogan. “I say hit Turkey very hard financially and with sanctions if they don’t play by the rules!”
He later said: “We have one of three choices: Send in thousands of troops and win Militarily, hit Turkey very hard Financially and with Sanctions, or mediate a deal between Turkey and the Kurds!”
Civilian casualties were reported in Tal Abyad, Ras al-Ain and Qamishli, the de facto capital of northeastern Syria. Refugees poured across a bridge linking Syria and Iraq, east of Qamishli, desperate to escape the violence.
“When we came, there were about four lanes of cars on the road and a one kilometre queue of cars,” Murad Hassan, a Syrian Kurd from the town, said.
SDF fighters retaliated by firing mortar bombs into Turkish border towns, killing at least six civilians, including a baby boy and three girls under the age of 15, according to Turkish officials.
President Trump had ordered US troops to be pulled out of the two bases on Sunday night after a telephone conversation with Mr Erdogan; a decision interpreted by the Turks and others as a “green light” for the military operation, named Operation Peace Spring.
Diplomats in the region say that they are unclear how far Mr Erdogan will push on. He has expressed his determination to seize the whole 300-mile border area, an action regarded as highly ambitious and potentially disastrous, both for western efforts to fight Islamic State and possibly for Mr Erdogan himself.
The Turkish president responded angrily to calls from across the Middle East and particularly Europe for him to halt the offensive. Federica Mogherini, the EU foreign affairs chief, added her voice to concerns expressed by Britain and France, saying that the fighting would “further undermine the stability of the whole region, exacerbate civilian suffering and provoke further displacements”.
She indirectly criticised Mr Erdogan’s pledge to use the planned “safe zone” to re-settle up to two million Syrian refugees at present in Turkey, saying that refugees should return to their place of origin and that “any attempt at demographic change would be unacceptable”.
Mr Erdogan’s reaction was immediate. “If you try to label this operation as an occupation, we will open the gates and send 3.6 million refugees your way,” he warned her.
He was similarly aggressive over criticism from Egypt, which he described as a “democracy killer”, and Saudi Arabia, which he told to “look in the mirror”; a reference to the war it is waging in Yemen.
Some of the shells fired yesterday landed close to an Assad-regime enclave in Qamishli. “A child was injured and a car and two houses burnt in shelling on Sekarka village near Qamishli,” Ahmed Biro, a local journalist, said. “Bashiriyeh neighbourhood was hit, a man was severely injured and then died, and a woman was injured too.”
Kurdish sources said that a convoy containing members of the Raqqa civic council, run by Kurds and Arabs, was bombed by Turkish warplanes north of the city yesterday. Images of the strike published online showed rescue workers carrying away injured people.

[轉角國際], 「和平之泉行動」開戰:土耳其大軍圍攻,敘利亞庫德人再啟「種族清洗」疑懼?

「和平之泉行動」開戰:圍攻庫德人,土耳其大軍攻入敘利亞北部
「在猛烈空襲的掩護下,土耳其軍隊『再度』深入敘利亞!」2019年10月9日,土耳其國防部正式啟動「和平之泉行動」,數個旅的土軍裝甲部隊協同阿拉伯裔為主的敘利亞反抗軍,已跨越邊境、殺進敘利亞北部前線,並於拉卡省、哈塞克省一帶,與敘利亞庫德族武裝「敘利亞民主力量」(SDF)激烈交火——目前,包括歐盟、俄羅斯、伊朗與美國國會,都已出聲譴責土耳其的「魯莽動武」;就連下令駐敘美軍「給土軍讓路」的川普總統,也立場搖擺地指責「土耳其的行為很糟糕」。但同一時間,被困在交火前線的76萬名敘利亞平民,無論是阿拉伯人還是庫德人都再度出現了「逃難潮」,這也讓複雜而充滿戰略算計的軍事行動,再添增「種族清洗工程」的嚴重疑懼。

土耳其對敘北的軍事行動,是從10月8日下午開始,以土軍F-16為首的大批戰機,突然朝敘利亞-伊拉克邊界的山區據點猛轟;然而空襲行動只是「聲東擊西」,以敘利亞反抗軍為主、土耳其陸軍為輔的大批地面聯合部隊,早已連夜集結於土耳其南境,並於9日正午開進了敘利亞本土。
土軍聯合部隊的首波行動,主要分成兩條攻擊方向——第一條是西方,敘利亞拉卡省的邊境要衝「泰勒艾卜耶德」(Tal Abyad);第二條則是東方,敘利亞哈塞克省的「艾因角」(Ras al-Ayn)——兩條進軍路線都是控制土敘邊界的必爭關卡;但同遭攻擊的雙城,卻都有萬人等級的平民稠密區。
直到10日清晨為止,已知土軍與庫德族部隊於艾因角激烈交火。但傷亡狀態、前線作戰、以及難民撤離的狀況則一概不明,缺少即時而可信的戰情通報。
「英勇的部隊已經越過邊境、展開反恐行動——我們的目的是為了重整和平,肅清威脅土耳其的所有『恐怖份子』!」土耳其政府表示,和平之泉行動的目的,是要摧毀土敘邊境的「恐怖走廊」,並拉出一條沿著土敘邊境、朝敘利亞內陸縱深30公里的「安全緩衝區」。
土耳其口中的「恐怖走廊」,指的是敘利亞庫德人與土耳其庫德人——特別是被認定為恐怖組織的「庫德工人黨」(PKK)——的跨境合作。土方認為,目前武裝佔據敘利亞東北隅的SDF,於組織宗旨和武裝行動上都與PKK同出一脈。因此,擔心SDF的武裝自治,會刺激並支援土耳其庫德族分離主義的厄多安總統,才多次出兵敘利亞,試圖肅清「家門口」的庫德族力量。
在敘利亞內戰的8年之間,飽受難民潮、戰火擴散壓力的土耳其,曾數度要求國際出手、於土敘邊境頒布「禁航區」或「武裝安全區」,希望藉此將敘利亞難民、庫德族武裝部隊與ISIS,「隔離」於土耳其本土。然而相關決策涉及軍事佔領,對入侵伊拉克仍餘悸猶存的美軍與聯合國,因此意興闌珊、毫無興趣。
多次求助北約未果,土耳其總統厄多安於是逕自動武——包括本回的「和平之泉行動」在內,土軍從2016年陸續且不間斷地發起了「幼發拉底之盾行動」(2016年8月)、「橄欖枝行動」(2018年1月),並協助從阿勒頗圍城戰中、被阿薩德政府軍擊潰的敘利亞反抗軍重整旗鼓,由從東向西,逐漸控制了土敘邊境地帶。
無論是幼發拉底之盾、還是橄欖枝,土耳其的軍事推進,卻都遭遇了駐敘美軍的刻意阻撓。這批為數只有千餘人的「軍事顧問團」,是美國為了剿滅ISIS的反恐戰爭,而派入敘利亞北境。其負責支援、訓練、提供武器與空支援,協調策劃了SDF的武裝建軍。
美軍認為,在圍剿ISIS的聖戰中,敘利亞庫德人是極其重要的前線要角,無論戰力士氣、作戰效率或配合度,都是敘利亞各派人馬中「最有實力與戰意者」。像是在2017年攻克ISIS「國都」的拉卡戰役,SDF就是犧牲奉獻的「浴血主力」。因此在過往行動中,支持SDF的美軍都會刻意阻撓土軍的進擊,並斡旋庫德族戰士撤離轉進。
但土耳其與其他阿拉伯反抗軍卻認為,SDF加入反ISIS戰爭只是純粹的利益算計,若放觀整場內戰,SDF也趁亂擴張領地。像是結盟敘利亞政府部隊,一同圍攻、渴殺數十萬平民的「阿勒頗圍城戰」;或者是趁著反恐戰爭,在邊境地帶對阿拉伯社區發動「清鄉」,其行為不僅是「戰爭罪」,更涉嫌「種族清洗」。
甚至在拉卡圍攻戰役中,SDF也傳出背著美軍與ISIS交換條件,替數千名被圍聖戰士安排安全撤離路線、讓恐怖份子交出城池充當戰果——自此,彼此的血債與仇恨指控,也陷入了極為複雜的惡性循環。
9日發動「和平之泉行動」後,土耳其政府也分別向盟國與周遭國家——包括敘利亞的阿薩德政府——「通報狀況」,除了說明土軍的行動計畫與目的,亦強調「軍事部署只針對恐怖份子,除了殲滅ISIS與PKK外,我們沒有別的戰略意圖」。
不過對此歐盟、德國、法國都先後出聲警告,歐盟執委會方面更威脅土耳其:「若觸發人道危機,歐盟絕不會出面買單的!」另一方面,支持敘利亞政府軍的俄羅斯與伊朗,則批評土耳其的侵攻「危害敘利亞主權」,並警告土軍的行動或許會再重啟另一條戰線,讓本已接近結束的敘利亞內戰「再度燃燒」。
至於再一次「背叛」庫德人的美國政府,則出現了微妙的內鬥狀態。像是一向力挺川普、但極為反對美國收手不管庫德人的共和黨參議院大老葛瑞姆(Lindsey Graham),就痛罵土耳其政府「犯了滔天大錯」,並代表共和黨方面聯手民主黨團,加速討論「土耳其制裁法案」。
與此同時,明明是自己公開向世界聲明「美軍不介入、不幫忙」敘利亞庫德盟軍的總統川普,在得知土軍進攻後,也發出了「這個主意真糟,土耳其不要太過分喔!」的言論,並透過國務卿龐佩奧(Mike Pompeo)解釋立場: 「美國絕對『沒有支持』土耳其入侵敘利亞,我們只是不反對、不干涉、不參與而已。」
在庫德族的民族論述中,土耳其東部、敘利亞東北、伊拉克北部、伊朗西北...等區域,應該是「庫德斯坦」的傳統主權範圍,但自家的建國夢想卻在一次大戰後,於1920年的《塞夫爾條約》被國際強權給犧牲漠視,因此庫德民族才會被剝奪自決權利,並被一分為多、成為客居他國的「少數民族」。
但反面的質疑則認為,庫德斯坦的成立與民族論述,往往會省略掉其中一個關鍵前提——1915-1917年的亞美尼亞種族大屠殺——認為庫德斯坦的故土說法,忽略掉了現在的庫德區,其實有大批地段是當年庫德人配合鄂圖曼帝國殺戮、掠奪亞美尼亞人而得來的土地,「歷史的血債,可不是只從1920年才開始。」
至於另一方的庫德人——伊拉克庫德斯坦自治政府——則對被土軍圍攻的「同胞」低調觀望。除了呼籲各方冷靜之外,伊拉克庫德人與「不死軍」(Peshmerga)並沒有具體的對應支援。曾在2017年發起獨立公投,但最終建國行動被伊拉克中央鎮壓的前伊拉克庫德斯坦領導人馬蘇德.巴爾札尼(Masoud Barzani),也只表示:「正透過多方管道密切關注。」
儘管同受《塞夫爾條約》所害,也曾在1991年波灣戰爭後遭遇美國的「叛盟背刺」。但伊拉克庫德政府與PKK的關係卻勢同水火,甚至廝殺成仇——因此,曾在波灣戰後曾為了清剿自己人而與海珊和解(Saddam Hussein)、並聯合伊拉克政府與土耳其一同肅清「同胞仇敵」的巴爾札尼家族,應不會對SDF的處境,有過多的支援與同情。
